The Oneida County Sheriff’s Office this week announced two sex offenders would be released on Aug. 26, one temporarily living in Rhinelander.

Richard S. Loppnow, 45, was convicted in Oneida County of two counts of third degree sexual assault. The criminal charges were brought against him by the state in February of 2018.
“In this case, the victim was an adult female and a weapon was used in the commission of the crime,” the sheriff’s office said in a press release.
Loppnow, according to the press release, was said to be living at 2852 Plantation Road in Pelican Lake, which is what he reported to the state Department of Corrections (DOC) upon his release.
Loppnow is described as being 6 feet, 3 inches tall, approximately 230 pounds, with brown hair and green eyes.
Alexander L. Valentine, 33, was convicted in Oneida County of one count of attempted second degree sexual assault of a child and one count of use of a computer to facilitate a child sex crime. The criminal charges were brought against him by the state in April of 2019.
“In this case, Alexander Valentine arranged a sexual encounter with whom he believed to be a minor female,” the sheriff’s office said in a press release. “Upon going to a predetermined location to meet the child, Valentine was arrested by law enforcement. This incident was a result of an undercover investigation conducted by the Wisconsin Department of Justice and the Oneida County Sheriff’s Office. At the time of Alexander Valentine’s arrest, he was employed as a teacher at a local school.”
ValentineValentine, according to the press release, received a transfer of supervision from the DOC to La Crosse.
Valentine is described as being 5 feet, 4 inches tall, approximately 135 pounds, with blonde hair and blue eyes.
Both individuals will be supervised by the DOC and the sheriff’s office through the sex offender-monitoring program and will be fitted with GPS monitoring devices.
“The purpose of this notification is to ensure safe neighborhoods by informing the public when a sex offender is released into the community,” the sheriff’s office said in both press releases. “Citizen’s abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated.”
