A 36-year-old Rhinelander man has been charged with felony stalking and misuse of a GPS device (plant without consent), a misdemeanor, after he allegedly "accidentally" dropped a cellphone in a vehicle belonging to a former romantic partner and used an app on another phone to connect to it so he could listen to her activities and make recordings.
