Hartman says no-increase budgets are not sustainable

When Oneida County sheriff Grady Hartman presented his 2019 no-increase proposed budget to the county's public safety committee last week, he topped it off with a serious word of caution about the future: After more than a decade of no-increase budgets, the sheriff said, supervisors should be prepared to raise taxes or lose some programs, sooner rather than later.
