As we report in today's edition, a U.S. Senate panel held a hearing last week on the multiplying costs of unfunded federal mandates hoisted upon state and local governments by an array of federal agencies, such as the EPA.Those costs are dramatic, and they undermine the ability of states to fund their own initiatives. That threatens their means to self-govern, and it erodes the states' legitimacy as anything other than a subservient arm of the federal government.
