Gov. Scott Walker this week signed into law the first significant reform of the state's civil-service system in its history, and we think it's a positive step forward, if not quite adequate to whip into shape the partisan bureaucrats who are still running amok in the governor's administration.We're not actually advocating whipping them, of course, no matter how satisfying the thought might be, but the civil service system remains a firewall behind which ideological activists lurk and strike.
