TID 13, amendment to TID 10 receive final OKs from Joint Review Board
Rhinelander’s lucky 13th Tax Incremental District (TID) is a go.
After having been adopted by the Rhinelander Common Council at its regular meeting on May 11, a resolution creating TID 13, a mixed-use district of 25 contiguous parcels in the North Stevens Street area, with new residential development along with light industrial and commercial, received final approval by the Joint Review Board in a 10-minute meeting May 18 at Rhinelander City Hall.
Costs of $3.2 million in development incentives and $1.5 million in utility infrastructure are proposed in four phases over the 20-year life of TID 13.
“Any time I’m doing a project plan, and we as a group, always recommend thinking more broadly than just the one project that we’re staring at right in front of our faces, but think comprehensively about what might the future look like for this area,” Josh Low of Ehlers Public Finance Advisors advised the board.
“And in doing so, we’ve also envisioned some future phases of potential utility infrastructure that might be necessary to develop all of these areas in additional development incentives. So at a high level, that’s really what we’re trying to accomplish with TID 13.”
The city’s adoption of an amendment for Rhinelander’s already-existing TID 10, to allow one more project to be completed there, was also approved by the Joint Review Board.
“It’s actually almost a combined geography with these two (TID 10 and TID 13),” said Low. “ … The intention is to use remaining funds in TID 10 to allow additional development, not only in TID 10, but also create additional improvements for utilities to also be connected with TID 13.
“So these are seen going together to help the facility achieve all of its economic development goals in northeast Rhinelander.”
