Lifetime sex offender transferring into Rhinelander area
On Tuesday, March 3, Mark Dlugopolski’s transfer of supervision to the Rhinelander area was approved by the Wisconsin Department of Corrections, the Oneida County Sheriff’s Office stated in a press release Wednesday.
Dlugopolski was released from prison on July 1, 2025 and has been residing in Manitowoc County since his release.
“The Oneida County Sheriff’s Office has no legal authority to direct where a sex offender may live. The Oneida County Sheriff’s Office role is to provide information to the public in an attempt to ensure safe neighborhoods when a sex offender is released or transferred into the community,” the sheriff’s office stated in a press release.
Dlugopolski’s transfer to Oneida County was originally denied in July of 2025 due to not having a permanent residence, the sheriff’s office stated. Dlugopolski recently purchased the property at 500 Sommer Lane in Pelican Lake, and the Wisconsin Department of Corrections has since approved Dlugopolski’s transfer.
Oneida County authorities said Dlugopolski will be monitored by the Department of Corrections Probation and Parole Office in Rhinelander in correlation with the Oneida County Sheriff’s Office Sex Offender-Monitoring Program. Dlugopolski is a lifetime Sex Offender Registrant as well as mandated to be on GPS monitoring for life.
Dlugopolski was convicted in Manitowoc County Case (2022CF481) of five counts of possession of child pornography.
In this case Dlugopolski was in possession of multiple images and videos of unknown minor females engaged in sexually explicit behavior. Dlugopolski has various conditions to abide by while on supervision which includes:
• No unsupervised contact with minors.
• Must comply with standard sex offender rules.
• Must cooperate with electronic monitoring.
• Must comply with all requirements set in place for lifetime registrants of the Wisconsin Sex Offender Registry.
