A man wanted in connection with a fatal shooting in a Houston hotel parking lot back in 2021 is headed back to Texas after waiving extradition proceedings in Oneida County Circuit Court.

According to the Oneida County sheriff's office, Israel Perez, 31, of Spring, Texas, was taken into custody following a traffic stop on Oct. 4.

Perez was arrested on a murder warrant out of Harris County, Texas, the sheriff's office said.

The City of Houston Police Department received a tip that Perez was in this area traveling with a construction crew and was using a particular vehicle. Local authorities were able to locate both him and the vehicle, sheriff's officials explained.

A co-defendant in the murder case, Josie Torres, 31, was arrested in August 2021, according to the Houston Police Department.

The complaint and murder warrant for Perez were filed on Sept. 2, according to court records.

According to the Houston Police Department, officers were dispatched to a shooting call at a Regency Inn & Suites on the evening of Feb. 5, 2021 and located Baldemar Flores, 31, unresponsive in the parking lot. He had suffered at least one gunshot wound and was pronounced deceased at the scene, according to the complaint.

The fatal shooting was captured by video surveillance cameras and investigators compiled both phone records and text messages tying Perez and Torres to the murder, the complaint states.

In addition to the murder charge, Perez was also wanted on charges of aggravated robbery, felony evading arrest and possession of a controlled substance in separate incidents, according to the Houston authorities.

Perez made an appearance in Oneida County Circuit Court Thursday afternoon at which time he waived extradition proceedings, according to online court records.

The waiver clears the way for the State of Texas to return him to Harris County for further proceedings.
