A man who recently moved to the Vilas County area has been charged with failing to update his address on the Wisconsin Sex Offender Registry.

Ryan A. Frederick, 39, formerly of Eagle River and now of Franklin, was convicted of third degree sexual assault in Milwaukee in 2001.

As part of that sentence, Frederick was required to register with the Wisconsin Department of Corrections (DOC) Sex Offender Registry Program - which includes updating his address and other changes.

He signed acknowledgment of that regulation in 2002 and 2016, according to court documents.

Since being placed on that registry, Frederick has responded to 28 registration/confirmation letters, which are required for review by the DOC. In 2009, the department learned Frederick moved from Sheboygan to Eagle River and failed to report the change, court records state.

In 2018, a similar procedure was followed and a letter was mailed to Eagle River asking Frederick to confirm his residence in Vilas County.

A letter was also sent in 2019.

DOC officials alleged a failure to report after the 2019 registration letter to Frederick was returned to them and posted as "temporarily away" from the Vilas County residence.

Phone messages were left for Frederick and the Vilas County Sheriff's Department contacted to check on him. A deputy from that agency attempted to make contact with him but no immediate contact was made.

A deputy later found mail was being sent from Eagle River to Franklin, reports note.

When contacted in Franklin, Frederick told law enforcement he was still renting and had possessions in Eagle River, but was mostly staying in Franklin.

Frederick is charged with sex offender registry violation and felony bail jumping, both felonies

In a separate Vilas County case filed in 2018, Frederick faces 10 counts of possession of child pornography and two counts of possessing a firearm as a convicted felon as a result of a search od his rental.

He has entered not guilty pleas to all of those counts.

Frederick is due in court Dec. 2 before Judge Neal Nielsen. He is free on a $2,500 cash bond, which was amended down from a $5,000 cash bond. He is not permitted internet access or contact with minors under 18. Further, he cannot possess a computer or cellphone with internet access.
