Charges filed against sex offender arrested at local school

Matthew K. Kummer, 48, was convicted of one count of possession of child pornography in late 2008 when living in Rhinelander.
He was initially charged with 17 counts, however all but one was dismissed and read into the record for sentencing.
As part of his sentence in that case, Kummer is required to register as a sex offender.
According to a new complaint filed in Oneida County Circuit Court late last month, Kummer arrived at James Williams Middle School Oct. 24 driving a delivery truck.
When asked by an on-duty Oneida County sheriff's deputy who he was and why he was there, Kummer identified himself as "Matthew" and stated he was there to pick up the daughter of a friend. The deputy questioned if Kummer had permission to pick up the child - he did - but also found he was a registered sex offender and had not provided notice to or received permission from school authorities to be at the school.
Registration rules for sex offenders include those requirements.
Kummer admitted to the deputy he was a registered sex offender and had not provided notice or gotten permission to be on school grounds. Kummer was placed under arrest and his cellphone searched. A deputy found "many photos" and videos of pre-pubescent females in swim and street clothing, primarily taken from behind, the complaint states.
A deputy noted the photos were not downloaded, but taken with the phone camera. At least two were matched with public areas within Oneida County, the criminal complaint states.
The cellphone also contained screenshots and other images of pre-pubescent females in lingerie or other clothing posing in a "suggestive manner," the complaint reads.
Further, Kummer's cellphone had an email address with active use, despite Kummer never having registered it with authorities, as he was required to do as a convicted sex offender, court records read.
A search of Kummer's apartment resulted in the discovery of thumb drive with more than 23,000 images, the complaint continues. Several of the photos were of pre-pubescent females in sexually exploitive or suggestive poses, some fully or partially nude. There was no written permission from the children's parents for Kummer to have the photos, the complaint states.
When interviewed, Kummer acknowledged to deputies "... he is attracted to girls as young as 7," and that he did not have permission to take or possess the photos he had in his possession, the complaint states.
Kummer now faces 13 felony counts including failing to maintain sex offender registration, two counts registered sex offender intentionally photographing a minor without consent, and 10 counts of possession of child pornography.
He is also facing a misdemeanor for knowingly failing to notify a school of his sex offender status.
He is being held in the Oneida County jail in lieu of $100,000 cash.
A preliminary hearing in this case is set for 2:30 p.m. Nov. 13 before Judge Michael Bloom.
If convicted of all charges, Kummer could be sentenced to life in prison.
