Woodruff man accused of biting jailer after turbulent arrest
On the evening of March 15, officers from the Woodruff and Minocqua police departments were dispatched to an apartment complex on Elm Street after receiving a number of reports of a disturbance in progress with a man screaming and throwing objects around, according to the criminal complaint.
When the first officer arrived on scene, he spoke to one of the persons who reported the incident. The alleged victim told the officer he heard yelling and breaking glass in the hallway. He said when he opened the door to his apartment and told the man making the commotion to stop, the man, later identified as Fabian M. St. Germaine, confronted him and punched him in the jaw.
The officer noticed broken glass all over the hallway and St. Germaine with blood on his hands, the complaint states. The officer tried several times to get St. Germaine to identify himself, but he refused, allegedly threatening the officer to the point where he deployed his Taser, according to his report.
When another officer arrived on the scene, they were able to calm St. Germaine down enough to take him into place him in handcuffs without having to use the Taser on him. The two officers were able to put him in a squad car and transport him to Howard Young Medical Center.
The officer noted in his report that he could detect a strong odor of intoxicants coming from St. Germaine.
Once at Howard Young, the report stated that St. Germaine refused medical treatment and was taken to the Oneida County Jail. During the ride, he allegedly kicked the doors of the squad car while banging his head on the partition and challenging the officers to fight him without handcuffs.
After arriving at the jail, the report states that St. Germaine would not answer booking questions or change into the jail jumpsuit.
Jailers and officers had to restrain him and cut his clothes off of him, the report states. At this point, St. Germaine allegedly bit a corrections officer on the little finger.
Once in his cell, he allegedly covered the camera and it was determined he would have to be moved to another cell. In the new cell, St. Germaine attempted to break the camera there and covered the camera lens with either soap or wet toilet paper. When corrections staff tried to get St. Germaine out of this cell, he refused to cooperate, forcing them to fire pepper balls at him to get him to comply.
On March 16, St. Germaine made his initial appearance before Branch II judge Michael Bloom on the class H felony of battery by prisoner, and misdemeanor charges of battery, disorderly conduct and resisting an officer. He was released after posting a $250 cash bond with the conditions that he is not to consume intoxicants or be inside taverns and must have no contact with the two alleged victims.
He will make an adjourned initial appearance on March 24.
