Appleton man accused of assaulting child in Oneida County

A 55-year-old Appleton man has been charged with sexually assaulting a child in Oneida County back in 2012 or 2013.

According to a criminal complaint charging one count of first-degree sexual assault of a child, Chris J. Huelskamp is accused of touching the unclothed intimate parts of a child for approximately 15 to 20 minutes sometime between February 2012 and February 2013.

According to the complaint, filed July 10, Rhinelander police received a referral in January to investigate the alleged assault.

Det.-Sgt.Josh Chiamulera reviewed a videotaped interview where the alleged victim detailed the alleged offense, the complaint states.

"The investigator also identified a Mr. Chris Huelskamp as having lived in Rhinelander and being arrested and placed in the Oneida County jail several times between December of 2011 and May of 2013. In fact, records reveal that while Mr. Huelskamp was on probation between December of 2011 and May of 2013, he reported living in Rhinelander at several addresses, one of which was (the address where the alleged victim claims the assault took place)," the complaint states.

Chiamulera also confirmed that since August of 2013, Huelskamp has been on the run from his probation and believed to be living in Appleton, according to the complaint.

Huelskamp made his initial appearance in Oneida County Circuit Court Monday at which time bail was set at $50,000 cash.

He faces a maximum of 60 years in prison if convicted of the felony charge.
