Eagle River man charged with dealing crack cocaine in Rhinelander
Silva allegedly connected to brothers from Milwaukee
Scott D. Silva made his initial appearance July 30 before Branch II Judge Michael Bloom on a single charge of manufacture or delivery of cocaine (as a party to a crime), a class G felony punishable by up to 10 years in prison and a fine of up to $25,000.
Silva is the second area man charged with helping Desmond L. Love and Tommy L. Love, Jr., who are also facing cocaine-related charges, distribute crack cocaine in Oneida and Vilas counties from an apartment in Rhinelander.
The other man accused of helping the Loves, Jon E. Dykas of Rhine-lander, whose apartment the Loves allegedly operated out of, made his initial appearance on a charge of manufacture or delivery of cocaine (as a party to a crime) on June 12.
All of the arrests came after several informants provided information to the Northcentral Drug Enforcement Group (NORDEG).
According to a detective's report attached to the criminal complaint against Silva, he was implicated by an informant. According to the informant, Silva would pick him up at his residence and then the informant would purchase crack cocaine "rocks" from either Silva or one of the Love brothers. The informant told the detectives that numerous transactions occurred the same way, with Silva driving the car, as well as "holding rocks" or having the cocaine on him.
According to the report, the description the informant gave of the vehicle used in the transactions matched one registered to Silva's mother.
The informant told the investigators during the June 29 interview that the transactions involving Silva and Desmond Love allegedly occurred between March and April. According to reports in the criminal complaints filed against the Loves, this matches the time frame when the task force investigators had the Loves and Dykas under surveillance.
At Silva's initial appearance, Bloom set a $5,000 signature bond and scheduled an adjourned initial appearance for Aug. 24. Silva remains in the Oneida County Jail on a probation hold.
Dykas waived his right to a preliminary hearing on July 29 and his case is set for a pre-trial conference on Aug. 26. Both Loves also waived their rights to preliminary hearings and are set for arraignment on numerous drug charges this week.
