Second child sexual assault charge filed against Rhinelander man
Joseph A. Kaiser, 25, made an appearance in Oneida County Circuit Court Monday on the new charge. He is now facing two counts of first-degree child sexual assault, class B felony offenses that carry a maximum possible penalty of 60 years in the state prison system.
The first charge against Kaiser was filed in early November after he was accused of inappropriately touching a 9-year-old child the night of Nov. 8. According to the criminal complaint, the alleged victim told a Rhinelander Police Department detective that she was staying overnight at a relative's home and the alleged sexual contact with Kaiser occurred after she had gone to bed.
When interviewed by police, Kaiser initially denied the allegations but later admitted to inappropriately touching the child. He told investigators he didn't remember exactly what had occurred because he had taken some medication he described as a sleep aid. The complaint states Kaiser didn't have a reason for his actions "other than it was a spur of the moment thing." He told investigators it was the first time he had ever done anything like that.
According to the criminal complaint in the new case, following the initial investigation of the Nov. 8 incident, family members of a 10-year-old child were concerned that Kaiser may have had sexual contact with that child as well. The complaint states that after further questioning, the child admitted Kaiser had touched her inappropriately in the past. The Oneida County Department of Social Services referred the information to the Rhinelander Police Department on Dec. 4.
When questioned by law enforcement about the second alleged victim, Kaiser said "nothing happened" and he had been advised not to answer questions without his attorney present.
He is currently free on a $10,000 signature bond and is scheduled for a preliminary hearing Jan. 28.
